RECEIPTS is an evidence-first legal-information research tool. Its core job is to check claims and questions against official records and explain what those records support. AI is optional and separate: it may help explain or expand research, but it does not create or change a source-backed RECEIPTS status. RECEIPTS does not provide legal representation or replace advice from a qualified professional.
HOW GOVERNMENT WORKS
Three federal branches. Different powers. Shared checks.
Use this guide to understand which part of government does what, then open the constitutional or official source behind it.
Informational only: this section explains government structure and official records. It does not tell anyone how to vote or what political position to take.
Congress
The legislative branch is Congress: the House of Representatives and the Senate.
- Considers and passes federal legislation.
- Controls federal appropriations through laws.
- The Senate has constitutional advice-and-consent roles for certain nominations and treaties.
President & executive branch
Article II vests executive power in the President. The executive branch also includes departments, agencies, and other officials established under federal law.

- The President nominates certain officers and judges, subject to constitutional Senate roles.
Federal courts
Article III vests the federal judicial power in the Supreme Court and in lower federal courts Congress establishes.

Congress passes bills. The President may sign or veto them. Congress may override a veto with the constitutionally required supermajorities.
NOMINATIONS
President ↔ Senate
The President nominates certain federal officers and judges; the Senate has an advice-and-consent role for covered nominations.
CONSTITUTIONAL REVIEW
Courts ↔ Government action
Federal courts decide constitutional questions in cases within their jurisdiction and can hold laws or government actions unconstitutional.

Federal, state, and local are not the same source.
FEDERAL
United States
Federal authority comes from the U.S. Constitution and federal law. Congress, federal executive agencies, and federal courts operate at this level.
STATE
States & territories
States have their own constitutions, legislatures, executive officials, agencies, statutes, regulations, and court systems. Structure and powers vary by state.
LOCAL
Counties, cities & towns
Local government structure varies under state law. Local ordinances, agencies, and services can control issues that are not answered by federal law alone.

HOW A BILL BECOMES LAW
Follow a federal bill from proposal to law.
This is a simplified federal path. House and Senate procedures can differ, and a particular bill may take a different procedural route before both chambers agree to final text.

IDEA → INTRODUCTION
A Member of Congress introduces the bill.
An idea can come from many places, but a federal bill is formally introduced by a Member of the House or Senate. The bill receives a number such as H.R. or S.
What this means: an introduced bill is a proposal. It is not a law yet.

COMMITTEE
The bill is usually referred for committee work.
Committees can study, discuss, hold hearings, and make changes to legislation. A committee may report a bill for further consideration, or the bill may not advance.
What this means: committee action is part of the process; referral alone is not passage.

FIRST CHAMBER
The chamber considers and votes on the bill.
After the chamber's procedures are satisfied, the House or Senate may debate, amend, and vote on the measure. Passing one chamber does not make the bill a law.
Checkpoint: House passage and Senate passage are separate events.

OTHER CHAMBER
The other chamber considers the measure too.
A bill that passes one chamber goes to the other chamber, where it can go through its own committee and floor procedures.
Checkpoint: a federal bill generally must pass both the House and Senate before presentment to the President.

SAME TEXT
The House and Senate must agree to identical text.
If the chambers pass different versions, they must resolve the differences. That can happen through amendments or, in some cases, a conference process. Both chambers then approve the same final text.
Checkpoint: two different chamber versions are not yet ready for the President.

ENROLLMENT → PRESENTMENT
The final bill is enrolled and presented to the President.
After both chambers pass identical text, the measure is enrolled and sent to the President for constitutional consideration.
What this means: congressional passage is complete, but the constitutional presentment stage still matters.

PRESIDENTIAL ACTION
Article I, Section 7 controls the final constitutional paths.
The President may sign the bill or veto it. If a veto is returned, Congress can attempt an override; two-thirds of each chamber is required. If the President does not return the bill within 10 days, Sundays excepted, it becomes law unless congressional adjournment prevents its return; in that circumstance it does not become law through that path.
Important: “the President did not sign it” does not always mean the same outcome. Timing and congressional adjournment matter.

ENACTED LAW
Once enacted, the measure is a law—not merely a bill that passed.
Enacted federal laws receive public-law or private-law numbers and are published as slip laws and in the Statutes at Large. Many provisions are later organized in the United States Code.
RECEIPTS rule: chamber passage, final congressional passage, and enactment are different statuses and should be shown separately.
